This guide has been designed to provide "non-technical" readers for whom training is not their main task with a collection of ideas, opinions and explanations regarding how a training project that integrates Veolia Environnement's core values should be prepared. Its provides key elements of project management applied to all dimensions of the field of training.

For over fifteen years, the Campus Veolia Environnement has worked to deploy, across the group as a whole, a training policy focusing on professionalizing all of our trades and increasing the value of our employees, at every level from operational staff to top management positions.

In addition to the full time Campus VE employees, hundreds of mentors, apprenticeship managers, trainers, technical experts from the group have played their part in the success of our approach, by sharing their experiences, their enthusiasm and their commitment.

Veolia Environnement owes them all a great deal and, I hope, is paying them some form of tribute through this document.

I am delighted to be part of the launch of this collection of Campus VE books which is opening its pages to the professionals who want to share their passion for the job they do with Veolia Environnement and to contribute to the circulation of their skills management ideas and experiences.

Note to the reader

The objective of this guide is to offer readers who are not training "technicians", and those for whom training is not their main profession, a source of ideas, opinions and information regarding how a Training Project that integrates Veolia Environnement's core values should be prepared. It is for this reason that we have decided to use short and simple technical sections, each of which can be read separately, forming the various parts of four main chapters.

The very first book edited by Campus VE edition services, in French "Réussir un projet de formation" made a breakthrough with over 1000 copies issued and a second edition already launched. But to address the needs of an international audience, this 1st version has been rewritten to reflect all that has been learned about planning and developing Training Projects since it was introduced.

We encourage you to pass on any observations or suggestions for improvements you may have, and let us know of any inaccuracies that may have found their way into this guide. We hope that you will find value in this guide, as you put it to practical use in your own application of the principles, tools and techniques covered here.

Executive summary

This Guidebook was written to help both training professionals and those who would like to know more about the Veolia Environnement approach to developing our employees' skills and competencies. The aim is to enable them to set up the foundations for thinking about the preparation of a Training Project, with a view in particular to establishing a link with the dedicated Veolia services offered by the worldwide VE Campus Network.

This Guidebook is not a book about HR management or about or building a Training Centre-just a warning!

The Guidebook doesn't focus on the creation of a centre or a permanent training structure, especially profit based. It doesn't even focus on training needs analysis in the sense of establishing an HR planning task in a large firm or entity (filial).

The success of any project, whether it be business/professional, personal, humanitarian etc., depends on the knowledge, skills and abilities of the person or people involved.

Therefore, every project could benefit from having a training component.

Any major project will involve at least one training "sub-project". How the training element is managed could ultimately determine the success or failure of the overall project. This is why it is vitally important to give the training element of any project as much focus as any other strategic element of your project.

A Veolia Training Project needs to be well planned and managed like any other project, a Training Project is built in stages:

  • Determine who will be part of the planning team;
  • Define Business and Training Objectives;
  • Commit Resources (Human, material, finance);
  • Develop a Communications Plan;
  • Analyze risks and potential barriers;
  • Outline and develop the program;
  • Monitor and report progress;
  • Deliver Training Project/program;
  • Measure and report outcomes;
  • Follow-up as necessary.

This Guidebook will provide more detail regarding each of these stages, within the context of the core values and guiding principles of Veolia Environnement.

By training action we mean the process used, within a given time, to enable trainees to acquire capacities during a training course.

Training can have the greatest impact and return the best results if it is integrated into the overall stragegy of a project right from the start.

NOTE : Managing a Training Project means respecting all regulations and policies that apply locally or internally at Veolia. It means respecting the principles and values that drive our company. But it also means having the ability to tap into a global network of support from any of the VE Campuses worldwide.

This Veolia Environnement Training Project Guidebook offers a concise and operative presentation of all of these aspects.

Each Chapter is divided into sections addressing specific topics that should be considered early in the process of planning for training (whether it is a new facility, a program to reach the entire organization, or a single training event).

The main contents of this guidebook will lead you to discover:

  • The basic principles of planning, implementing and managing a Veolia Environnement Training Project, grounded in our company's core values and Veolia Environnement's four overall training goals. Rules of ethics are also binding;
  • The different steps and contents of a thorough Training Project management plan, including competency plans that represent the whole range of solutions identified to bridge the gap between actual competencies and those needed to be successful in the assigned job role;
  • crucial aspects of Training Planning;
  • elements concerning learning aspects and adult training;
  • Veolia Environnement training in practice. This latter part includes a chapter on Apprenticeship programs to illustrate the wide range of approaches to insure that Veolia has a steady flow of talented individuals. Apprenticeships preparing the future through exposure of apprenticeship programs in Australia, Germany, United Kingdom, North America and France;
  • glossary has been provided, filled with basic concepts useful in Training Project management;
  • Useful information sources to help you go further.

There are multiple challenges in writing a guidebook such as this. We hope you find the book useful, but we acknowledge the fact that we operate in a very dynamic world with constant changes taking place inside and outside our organization. So while this guidebook will not cover every conceivable training issue or problem you might face, it will provide a framework for approaching any training problem. And if you adhere to the basic framework, following the principles and practices outlined here, you can be assured you will have an excellent chance of success.
